Seven step process of air cargo operation should be kept in mind

The general process of air transport operation can generally be divided into domestic air transport operation process and international air transport operation process, while international air transport operation process includes air transport import process and air transport export process, and there are differences in some places, and the operation process will also be different. 1: Specific operation process of air cargo

1. Entrustment

The letter of authorization for air cargo shall indicate the consignor, consignee, destination, scheduled flight date, airline, destination, number of packages, weight, volume and freight rate. (If it is pallet cargo, the length, width and height of the pallet shall be provided. Due to the pallet size of the cargo aircraft, the length of all plates shall not exceed 3.08m, the height of the low plate shall not exceed 1.6m, the height of the middle plate shall not exceed 2.4m, the height of the high plate shall not exceed 2.9m, and the width of all plates shall not exceed 2.3m. If it exceeds the above size, only 20 inch special plates can be applied, which is equivalent to the size of two high plates. The 20 inch plates cannot be installed in the passenger aircraft, but only In the cargo plane. If the first flight to the port of destination is a cargo plane, and the second and third flights are passenger planes, goods that require 20 inch plates cannot be transferred. For example, many flights to South America and Africa are passenger planes, and cannot transfer extra large goods.

2. Documents

The customs declaration materials shall include A: customs declaration form (required), B: verification form (required), C: Power of Attorney for Customs Declaration (required) D: * * invoice (If the goods are chemical products, the customs declaration shall also provide the description of chemical products and the certificate of pharmacopoeia. The description of chemical products mainly describes the chemical components, and the certificate of pharmacopoeia indicates that the chemical products are recorded in the pharmacopoeia.).

3. Fixed warehouse

For the aircraft equipped with * * days, it is generally required that the manifest * must arrive at the airport before 2:00 p.m. of the same day, because the customs generally requires that the customs declaration information must be pre recorded into the customs computer system before 2:30 p.m. The plane in the afternoon of the same day is usually called the spot. The goods on the spot are generally required to be delivered to the airport at about 9:00 a.m., because the plane in the afternoon will be equipped after the customs declaration is made in the morning, and the plane goods after 9:00 p.m. will be delivered to the airport at about 1:00 p.m. For particularly urgent goods, in order to match the fast flight, when the bill has arrived at the airport and the goods have not yet entered the warehouse, you can go to customs declaration first. This practice is called forecast customs, which is printed on the bill of lading according to the weight reported by the customer, so the error rate between the reported weight and the actual weight in the warehouse is required to be controlled within 3%. Too much error will affect delivery and verification. Forecasted goods must be delivered to the warehouse 6 hours before the aircraft takes off. After the goods are delivered to the warehouse, our company will report the weight and volume measured after the guests actually arrive at the warehouse to the guests for confirmation. If the guests have requirements, they can fax the warehouse receipt to the guests. After the documents arrive at the airport office, the airport office can check whether the customs declaration documents provided by the guests are accurate and complete. In case of any error or incompleteness, the customer shall be informed to make it up in time. If the important documents are not complete, the customer shall resend them. This will affect the flight booked by the customer, and the original flight will be delayed.

4. Security check

After customs declaration, the warehouse shall pull the cargo list for handover, and sign the bill before handover. The whole set of customs declaration materials and the general waybill stamped with the release seal by the customs shall be submitted to China Eastern Airlines Logistics Office or the cargo station for signing. Signing means that the logistics office or the cargo station personnel confirm the written information of the customs declaration and the general waybill of the goods and sign them. Chemical product verification certificate or DGN report shall be provided for chemical products. The chemical product verification certificate or DGN report is a certificate issued by the Chemical Research Institute that the chemical products meet the requirements of air shipment. It mainly refers to the goods that are harmless, non-toxic, non explosive and flammable to air transport and meet the packaging requirements. Those failing to meet the requirements are dangerous goods, which are specially shipped according to the freight rate and shipping method of dangerous goods. At present, airlines generally transport liquids by air, because liquids are flammable and leaking.

5. Chemicals

Chemicals also require the company to provide a description of the situation and a non hazardous certificate. The description of the situation is issued by the business unit on the customs declaration form, indicating the physical and chemical properties of the goods and that there is no danger. If there is danger, the company should bear all legal liabilities, and affix the official seal (the description of the situation is used for customs declaration together with the documents), The non hazardous certificate is provided by the production unit on the chemical product identification certificate to the signing personnel of China Eastern Airlines Logistics Office or the cargo station when they go to sign with the cargo together with the chemical product identification certificate after being stamped with the official seal.

6. Sign the document

After signing the bill, the goods will be released again by the customs, that is, the goods declared by the customs need to be inspected before security inspection. (Each shipment has an inspection probability of about 1% - 3%, of which 1% is controlled inspection and 3% is manual inspection). Controlled inspection refers to random inspection of goods by computer during customs clearance, while manual inspection refers to random inspection of goods by customs officers at the checkpoint before security inspection. The customs officers will release the goods if the goods are found to be correct after inspection (there are fees for goods inspection, and there are uniform charging standards). If the goods are inconsistent with the declaration, the customs will detain the goods and handle them later. (Normal inspection will not affect the delivery of goods).

7. The goods have been inspected

After cargo inspection, security check and normal handover will be carried out. Security check is like taking a plane, and your baggage needs to be checked by the * * machine. Generally, the cargo is required to pass the security check plane 5 hours before the aircraft takes off and be delivered to the airport logistics warehouse (apron) or cargo terminal (apron). Carry out normal planking or packing, and then the cargo will take off with the aircraft at the scheduled time.
